Why are employers so fussy in selecting candidates?

I note that jobs are repeatedly advertised in the ST or on websites. There are many times that I go for an interview and the interview says that they will notify you in a week if you selected. No news. One to two weeks later, you see the same post advertised again.The job market is overloaded with candidates. So why is the employer so fussy in selecting candidates? Can't they try out the best candidate out of the lot? This is so frustrating. Perhaps the employer thinks it is fun to see so many job applications and has alot of patience and is confident that by advertising again, he will find the 100% match.

Any suggestions? If possible, indicate whether you are a employer or job seeker.

    Hi, Iam also a job seeker me too faced the same problem even in other sites i will get underconsideration and waiting for call after few days same advertisement from same company with same opening again applied for that too and also under consideration after one month position closed too... :(
